Senior Officer, Horizontal Concerns and International Partner Organisations

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a highly motivated and qualified candidate to fill a vacancy for a Senior Sector Officer in the FMO’s Funds and Horizontal Concerns Unit within the Programmes Department.

The position is open to nationals of the EEA EFTA States (Iceland, Liechtenstein and Norway) and nationals of the member states of the European Union.

Scope

The Senior Sector Officer will report to the Head of Funds and Horizontal Concerns Unit. The position involves travel.

Tasks
• Coordinate the cooperation with the three International Partner Organisations of the EEA and Norway Grants (the Council of Europe, the EU Fundamental Rights Agency, and the Organisation for Economic Cooperation and Development), and other relevant international organisations and non-governmental organisations;
• Support and give advice to internal and external stakeholders in integrating horizontal concerns in the EEA and Norway Grants, with a special emphasis on Roma inclusion and empowerment, strengthening of civil society, and good governance;
• Be responsible for the development and implementation of programmes as programme manager;
• Actively use the FMO’s information management system for tracking and reporting to Donors on progress and results;
• Maintain overview and assess relevant developments in the Donor States, the Beneficiary States and at the EU level on issues related to horizontal concerns;
• Maintain contact with and facilitate cooperation between relevant institutions in the Donor States and the Beneficiary States, as well as European and international institutions, networks and stakeholders;
• Fulfill administrative tasks in relation to the work.

Qualifications
• Relevant University degree, Master’s level.

Experience
Required experience
• Minimum of eight years of relevant work experience, including experience in working with international stakeholders;
• Experience in grant management or programme management;
• Experience with programmes and policies covering issues of horizontal concerns, such as minority rights and empowerment of vulnerable groups, including Roma inclusion and empowerment, good governance, and strengthening of civil society and active citizenship.

Desired experience
• Proven track record in inter-institutional co-operation;
• Experience with Donor and Beneficiary States policies and priorities in areas of horizontal concerns of the EEA and Norway Grants;
• Knowledge of and experience from working on Roma inclusion and empowerment would be an advantage.
Skills
• Good knowledge of relevant EU policies and programmes;
• Good knowledge of the functioning of the relevant international partner organisations; the Council of Europe, the EU Fundamental Rights Agency, and the Organisation for Economic Cooperation and Development;
• Excellent drafting, presentation and communication skills, as well as diplomatic and negotiation skills;
• Strong interpersonal abilities, including a dynamic and flexible attitude, cultural sensitivity, and a proactive and result-oriented approach;
• Ability to multitask and work to tight deadlines;
• Self-reliance and autonomy, but also skill needed for team-work.

Languages
Excellent oral and written communication skills in English (the working language of the FMO). Fluency in any of the Donor State languages would be an advantage.

Employment Terms

Grade: A5
Annual starting salary: EUR 106,606
Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
