Director (Financial Mechanism Office)

The Director is in charge of the management and organisation of the FMO. Together with the Donor States, the Director defines the FMO’s overall strategies and ensures the implementation of the FMO’s tasks. The Director ensures the FMO’s supporting role with respect to the FMC’s and the NMFA’s competences related to the EEA Grants and Norway Grants. The Director is responsible for FMO’s collaboration and communication with the Donor States, the Beneficiary States, the European Commission and other stakeholders.

The Director has the budget and human resources responsibility regarding the FMO.

Tasks

  • Leads the FMO’s operations to ensure achievement of goals and objectives and efficient and high quality completion of tasks;
  • Ensures communication of the Donor States’ strategies and policies;
  • Has responsibility for cooperation with the Beneficiary States;
  • Represents the FMO in high level meetings;
  • Has responsibility for communication and media relations;
  • Advises and formulates recommendations to the FMC and the NMFA;
  • Takes decisions as delegated by the FMC and the NMFA;
  • Leads the work of the management team and ensures appropriate resource allocation; 
  • Ensures the preparation and follow-up of the FMO’s budget and guides and manages provision of the FMO’s human resources services and policies.

Qualifications

  • Master’s degree in economics, business, law, political science or equivalent.

Experience

  • Extensive work experience in project finance and programme management;
  • Work experience with the Governments of the EEA EFTA States and familiarity with the Beneficiary States and the European Commission;
  • Knowledge of EU and other programmes providing support to the Beneficiary States and/or development aid;
  • At least 10 years of relevant experience, preferably in international context, of which at least 5 years should be at senior management level.

About the Financial Mechanism Office (FMO)

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels. The FMO reports to the three Donor States (Iceland, Liechtenstein and Norway) through the EEA Financial Mechanism Committee (FMC) for the EEA Grants and through the Norwegian Ministry of Foreign Affairs (NMFA) for the Norway Grants. Our focus is on reducing economic and social disparities in the European Economic Area (EEA) and strengthening bilateral relations between the Donor States and the 15 Beneficiary States.

The grant schemes are worth €1.8 billion in the financing period 2009-2014, funding 150 programmes and over 6200 projects (the implementation of programmes and projects continues until 2017). Key sectors include research and innovation, social inclusion, environment, civil society, and justice and home affairs. The allocation for the financing period 2014-2021 totals €2.8 billion.

The FMO offers an international, stimulating and diverse workplace, with a staff of approximately 60 employees comprising 15 nationalities.

This position is open to nationals of the EEA EFTA Member States (Iceland, Liechtenstein and Norway).
