(Senior) Officer Environment, Energy, Climate Change and Low Carbon Economy - VA 20/2018

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a highly motivated and qualified candidate to fill a vacancy for a (Senior) Sector Officer Environment, Energy, Climate Change and Low Carbon Economy in the FMO’s Priority Sectors Unit within the Programmes Department.

The position is open to nationals of the EEA EFTA States (Iceland, Liechtenstein and Norway).

Scope

The (Senior) Sector Officer reports to the Head of Priority Sectors Unit. The position involves travels.

Tasks
• Maintain close dialogue with the Donor States and the Beneficiary States regarding the Grants’ priorities and programming requirements;
• Give expert advice to internal and external stakeholders on her/his priority sector during the development and implementation of programmes;
• Actively use FMO information management system for tracking and reporting on programme progress and results;
• Be responsible as programme manager for the development and implementation of assigned programmes
• Facilitate reviews and evaluations;
• Contribute to the implementation of the FMO’s risk management strategy;
• Maintain overview and assess relevant developments in her/his priority sector in the Donor States, the Beneficiary States and at the EU level;
• Maintain close contact with and facilitate cooperation between relevant institutions in the Donor States and Beneficiary States;
• Fulfil administrative tasks in relation to the management of programmes in his/her priority sector.

Qualifications
Relevant University degree, Master’s level.

Experience
Required experience
• Minimum of five years of relevant work experience related to the priority sector in programme management, public administration and/or research institutions, work in or with international organisations, including experience in working with international stakeholders. A combination of work experience in these areas is considered an asset. In order to be considered for a senior position, a minimum of eight years relevant experience is required;
• Experience in programme management or grant management.

Desired experience
• Experience with Donor and Beneficiary States policies and priorities of the EEA and Norway Grants;
• Experience in advising public administration on policy issues and experience in working in a European context in the priority sector;
• Experience with Results Based Management methodology.

Skills
• Good knowledge of relevant EU policies and programmes;
• Excellent drafting, presentation and communication skills, as well as diplomatic and negotiation skills;
• Strong interpersonal abilities, including a dynamic and flexible attitude, cultural sensitivity, and a proactive and result-oriented approach;
• Ability to multitask and work to tight deadlines;
• Self-reliance and autonomy, but also skill needed for team-work

Employment Terms
Grade: A4/A5
Annual starting salary: A4 EUR 92,050.92; A5 EUR 106,606.08

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
