Reporting and Data Quality Officer - FMO

The Financial Mechanism Office (FMO) is the secretariat of the EEA and Norway Grants, and is affiliated with the European Free Trade Association (EFTA) in Brussels. 

We are looking for a highly motivated and qualified candidate to fill a vacancy for a Reporting and Data Quality Officer in the FMO’s Results and Evaluation Unit within the Programmes Department. 

We expect candidates who are eager to work with the EEA and Norway Grants objective to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia). 

The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. A few programmes, notably regarding Civil Society, Regional Cooperation and Decent Work, are operated by the FMO.

The allocation for the new funding period (2014-2021) totals €2.8 billion. The priority sectors are: 
• Innovation, Research, Education and Competitiveness; 
• Social Inclusion, Youth Employment and Poverty Reduction; 
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms; 
• Justice and Home Affairs.

The Reporting and Data Quality Officer provides services related to reporting and quality assurance of the data related to the EEA and Norway Grants. 
   
More specifically, s/he creates and maintains quality assurance processes aimed at ensuring accuracy, completeness and consistency of the data entered and stored in the grant management systems of the organisation. S/he is responsible for the reporting methodology on the Grants, for conducting analysis, and for drafting reports based on statistical and qualitative analysis of the progress of implementation and results of the Grants. 

The Reporting and Data Quality Officer works with information from multiple funding periods, each of which is managed in a dedicated grants management system. Programmes funded during the 2009-2014 financial period were managed in a custom developed web-based software system, developed in .NET, MS SSRS and MS SQL architecture. For the 2014-2021 financial period, the grant management system has recently been launched and further development is ongoing. The system is also developed in .NET and MS SQL architecture. 

The Reporting and Data Quality Officer reports to the Head of the Results and Evaluation Unit

Tasks

• Develop guidance and processes for reporting on the main key performance indicators;
• Develop, quality assure and maintain statistical reporting tools (including SSRS);
• Extract, analyse and interpret statistical and qualitative information;
• Prepare reports and communicate results of the Grants on a regular or ad-hoc basis;   
• Put in place processes and plans for quality assuring the data stored in the grant management systems;  
• Regularly assess the quality of the data and follow-up on problematic issues;
• Provide support in data management and business rules relevant for data quality;  
• Carry out trainings;
• Assist with business analysis and testing for the development of the grant management system;
• Other duties as assigned.

The position involves travel.

Qualifications

University degree (at Master’s level) in computer sciences, engineering, statistics, economics or related field. 

Experience

Required
• At least 3 years of relevant experience in data management, analysis and/or reporting;
• Extensive experience working with Microsoft SQL Server, or a similar database, using SQL queries;
• Experience developing Microsoft SSRS reports or other business intelligence tools.
 
Desired
• Experience working with Data Warehouse;
• Experience with public administration and policy;
• Experience in data governance.

• Ability to write clear and succinct reports and analytical papers and to present complex issues clearly and convincingly;

• Ability to handle high workload. 

Languages

Excellent oral and written communication skills in English. Knowledge of another EFTA/EU language is an asset.

Employment Terms

Grade: A3/A4 (depending on the experience of the candidate)

Annual starting salary: A3 EUR 80,717.76 / A4 EUR 93,799.92

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
