(Senior) Sector Officer - Justice and Home Affairs – FMO

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a highly motivated and qualified candidate to take on the post of (Senior) Sector Officer- Justice and Home Affairs in the in the FMO’s Priority Sector Unit.

The overall objectives of the Grants are to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia).

The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. A few programmes, including Civil Society, Regional Cooperation and Decent Work, are operated by the FMO.

The allocation for the funding period (2014-2021) totals €2.8 billion. The priority sectors in the period 2014-2021 are:
• Innovation, Research, Education and Competitiveness;
• Social Inclusion, Youth Employment and Poverty Reduction;
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
• Justice and Home Affairs.

The (Senior) Sector Officer provides expertise on FMO’s work within the Justice and Home Affairs priority sector. The sector includes six programme areas:
• Asylum and Migration;
• Correctional Services and Pre-trial Detention;
• International Police Cooperation and Combating Crime;
• Effectiveness and Efficiency of the Judicial System, Strengthening the Rule of Law;
• Domestic and Gender-based Violence; and
• Disaster Prevention and Preparedness.

The (Senior) Sector Officer will work on several of these programme areas.

The (Senior) Sector Officer is expected to perform tasks as programme manager on several of the Justice and Home Affairs programmes, including:
• Provide advice to FMO management on her/his areas of responsibility;
• Oversee programme development and implementation;
• Ensure the fulfilment of the administrative tasks in relation to programme management;
• Use FMO information management systems for tracking and reporting on programme progress and results;
• Maintain overview and assess relevant developments in her/his sector in Donor States, the Beneficiary States and at the EU level and further develop her/his sector expertise;
• Facilitate contacts, close dialogue and cooperation between Donor and Beneficiary States;
• Report to the Head of the Priority Sectors Unit.

The position involves travel.

Relevant University degree at Master level.

Required experience:
• At least six years of relevant work experience in the field of Justice and Home Affairs in public administration and/or within an international organisation in this area. For the senior officer position extensive (at least nine years) experience in this field is required. 

Desired experience:
• Experience in programme/project management and/or grant management;
• Excellent knowledge, experience and understanding of the programme areas, preferably also experience from/understanding of these areas in at least one of the Donor States. Extensive experience and knowledge in operational, legal and policy-development related aspects of asylum and migration and/or the correctional service would be an additional advantage;
• Experience in working in a multi-cultural and international environment;
• Experience in capacity development related to the justice and home affairs area;
• Experience with results-based management;
• Experience as a team leader and/or in coordinating team work and processes.
• Excellent drafting, presentation and communication skills;
• Excellent skills in team work;
• Excellent diplomatic and negotiations skills;
• Strong interpersonal abilities and cultural sensitivity;
• Logical and analytical approach to problem-solving;
• Result-oriented and pro-active approach;
• Self-reliance and autonomy;
• Ability to multitask and to work within tight deadlines;
• Knowledge of EU policies and priorities within the sector.

Excellent oral and written communication skills in English (the working language of the FMO) is a requirement. Fluency in any of the Donor State languages (especially Norwegian) and knowledge of any of the Beneficiary State languages is an asset.

Employment Terms
Grade: A4/A5
Annual starting salary: A4: 93,799.92 EUR ;  A5: 108,631.56 EUR

Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
